El Cajon officials, however, wondered how the county would keep tabs on the number of meals that are served or how it would keep track of the revenue, especially given the likelihood that MEHKOs would be cash-based businesses. City Council members Gary Kendrick and Steve Goble said people in homes offering sales of alcohol, especially if children live on the premises, would be a huge issue in El Cajon.
Goble noted that some areas of the city of , are already limited on the number of businesses allowed by the ABC to sell alcohol. City Council members Michelle Metschel and Phil Ortiz expressed concern about impacts to residential neighborhoods with customers allowed to get delivery, take-out or consume meals on-site.
But Ortiz also relayed a story about how decades ago his grandmother opened restaurant near Wrigley Field in Chicago — and that it started out as a family endeavor inside her home.
While a MEHKO is subject to an annual registration and inspection by the county, outside of a requirement for a business license, no other permits or approvals would be needed by the city of El Cajon. Mayor Bill Wells also expressed irritation with the Board of Supervisors forcing its plans on the city, and told Buonomo to share his thoughts on that with the county.
